Competition in the Irish electricity market

With former regulator Stephen Littlechild, Nigel Cornwall presented at a seminar on 13 February 2009 on the need for a shake-up of the Irish electricity market if effective retail competition was to occur. The presentation is available here and a paper will be published shortly.

  • User participation in the GB energy regulatory framework

    This paper, written by Stephen Littlechild and Nigel Cornwall for Ofgem (28 March 2009), examines the ways of increasing user participation in the GB energy sector. It looks at various approaches trialled in other markets both domestically and internationally; and issues likely to arise in transmission regulation that could impact on the next generation of price controls. The paper can be downloaded here.

    Are the current electricity market arrangements out-of-date?

    On Tuesday 2 June, nearly 50 people attended our early summer event for customers.

    Attendees heard from and debated issues with Peter Atherton from Citigroup, Philip Davies from Centrica and Nigel Cornwall under the astute chairmanship of Professor Stephen Littlechild. Are the current electricity market arrangements out of date? was the theme. The central tenet was that the tensions between competing policy objectives—affordability, low carbon, supply security and competition—are at their most acute in the electricity market arrangements. Current power market arrangements may even exacerbate these tensions and raise important commercial risks and challenges for many market participants. Against this background, Nigel made the case for a review of key aspects of the Neta regime against current policy goals and for change to the supporting governance framework.
